He held multiple positions in long career at ISRO. He was Deputy Director, Mission Development Area, ISAC (2010-2014), Deputy Director, Control and Mission Area, ISAC (2012), Group Director, Computer and Information Group (2002-2012), Information Security Officer, ISAC (2008-2013)
After completing Masters (Maths) at Indian Institute of Technology, Powai, Bombay, Shri. P. J. Bhat joined the Indian Scientific Satellite Project at Bangalore in 1973. Then onwards he has been with ISRO Satellite Centre(ISAC), Bangalore. He has held several positions like project engineer, team leader, section head, division head, group director, deputy director etc. during his 40 years of service with ISRO. He has been associated with all of the satellite projects of ISRO starting from ARYABHATA to Mars Orbiter Mission.
He has held positions of Deputy Director for all activities related to navigation, flight dynamics, mission and IT infrastructure for building satellites. He began his career in the area of flight dynamics and real-time data processing. He has been responsible for building and managing teams for mission control operations of various Indian Satellites. He has contributed towards the design, development and review of ground control hardware and software systems and mission operation procedures at the ISRO satellite control centers. The prime software system (SCHEMACS) used for on-orbit control of each of the ISRO satellites has been developed under his leadership. His team has been responsible for evolving the mission plans and procedures for all the IRS, GSAT, INSAT, Cartosat, Resourcesat, Oceansat class of satellites, Chandrayaan-1 and also Mars Orbiter Mission.
He has guided the design and development of software systems for several applications for satellite mission management. Some of the major corporate level software systems for ISRO have been developed under his leadership. He has been responsible for organizing national conferences and workshops. He played a very major role in organizing the international conference COSPAR-2012 at Mysore.
He has played a major role in the development of In-house Software Engineering Standards and Practices for ISRO.
He has about 25 national and few international conference papers to his credit, specifically in the fields of satellite mission operations/control and IT infrastructure.
He has represented ISRO in several national and international committees specifically related to ground systems and software. He has visited and interacted with space agencies in several countries like Germany, Russia, South Korea, Canada, Thailand, Italy, France etc. in connection with the projects of ISRO. He has been conferred “ISRO Merit Award’ during 2007 by the then Prime Minister of India, for his contributions in the area of ‘Satellite mission operations and ground segment infrastructure’. He has been honored with the coveted “ISRO Performance excellence Award” in 2015 for his overall contributions for Indian Space Technology.
Major areas of his interest are Realtime Systems, IT Security and Software Engineering. His special hobby is spreading awareness on Space Technology related subjects among the students. He has delivered more than 250 lectures at various schools, colleges, technical institutes and NITs/IITs across the country.
